Placing a car costs money, which is subtracted from your budget on the bottom left of the screen.

Each level has its own budget.

  

Left Mouse Button

Select which car you're going to place, click to place cars, and click on placed cars to start them.

 

 Scroll Wheel

Moves the camera.

  

Escape Key

Pauses the game.
